To apply for a Pilot License, please visit the Pilot License Application channel and wait for a certified tester to respond.

License Costs

Class 1 License: $15,000
Class 2 License: $30,000 (available only after completing Class 1)
Both Licenses Combined: $40,000 (save $5,000)

Retake Fee: $7,500 per failed attempt
Discounts: EMS and PD receive 50% off for off-duty civilian aviation licensing

License Rules and Requirements

Flying Restrictions

Pilots are not allowed to fly over main parts of the city unless they hold the proper certification.
Flying in restricted areas with only a Class 1 License will result in a strike.
A Class 2 License allows access to restricted airspace.

Aircraft Parking

All aircraft must be returned and parked at the airport when not in use.

​

Radio Communication

Pilots must be on Radio Channel 15 while flying.
No passengers are allowed on this frequency. This channel is reserved for pilots to coordinate and avoid airspace conflicts.

Strike System

Violating pilot rules will result in a strike.

Three strikes will result in your pilot license being revoked.
Severe violations, such as using an aircraft to cause harm or intentionally endangering others, may result in immediate revocation.

Reapplying After Revocation

If your license is revoked, you must restart the licensing process from Class 1 and repay the required fees.

Penalties for Unlicensed Flying

​

Unlicensed Pilots:
Fine of $25,000
Personal aircraft will be impounded until the fine is paid

​

Using an Aircraft to Break Someone Out of Prison:
Fine of $50,000
Personal aircraft will be impounded until the fine is paid

Special Notes

If you are certified for EMS or PD aviation, you must still obtain a civilian pilot license for off-duty flying.
Department aviation certifications only apply while on duty.

If taking both tests at the same time, the total cost is $40,000.
